Preheat oven to 325 and place oven rack in the lowest position in the oven.
Remove the ham from its packaging and pat dry. Place the ham cut side down on a trivet or wire rack in a large roasting pan. Using a kitchen knife, gently score the fatty side of the ham in a criss cross pattern, making the cuts about ¼ inch deep.
Whisk together glaze ingredients (honey through the garlic powder) and brush ½ cup of glaze all over the ham.
Loosely tent the ham with aluminum foil and pour ½ cup water into the bottom of the roasting pan. Heat ham in preheated oven for about 2 to 2 ½ hours.
Adjust the heat to 425. Carefully remove the foil and brush the ham with more glaze and return to the oven for 6-7 minutes. Brush again with the glaze, then cook again for another 6-7 minutes.
Repeat this process until ham is desired shade of golden and the fat is crispy and caramelized (approximately 20 minutes total) Remove from oven and let ham rest 20 minutes before slicing.
